roject Name: Rai Railway Electrification Camp
Location: Southwestern Nigeria (Lagos – Ibadan)
Contract Value: US $158.1 million
Timeline: Awarded 2012; expected completion May 2020
Scope: Design, manufacture, supply, and installation of modular camp facilities
The Rai Railway is a strategic 156.08 km double-track line built to Chinese standards, designed for a maximum speed of 150 km/h. It connects Lagos—Nigeria’s largest seaport—to Ibadan, the industrial hub and capital of Oyo State. Upon commissioning, it will provide both passenger and freight services, significantly boosting regional economic development and improving local livelihoods.
The main contractor required two separate camp facilities to support electrification works:
Phase One: A permanent labor camp adjacent to the Rai Railway Manager’s Office, ready for immediate occupancy.
Phase Two: At the Lagos terminus, a large materials warehouse plus a mobile camp that could be relocated as needed.
Key challenges included a tight schedule—originally slated for 2016 completion but delayed until 2020—and adherence to strict quality, insulation, and durability standards under tropical conditions.
Modular Container Units: High-strength steel frame with 50 mm insulated sandwich panels featuring corrosion-resistant coatings for thermal efficiency and longevity.
Factory-Controlled Production: Pre-assembly and quality inspections in Chengdong’s plant minimized onsite work and accelerated delivery.
Flexible Layout Design: Customized blocks totaling 307 m² for living quarters, offices, and sanitary modules, allowing future expansion or relocation.
On-Site Project Management: Chengdong deployed a dedicated project manager to coordinate manufacturing, logistics, and installation, ensuring seamless communication and timely completion.
Rapid Delivery: From initial contact in April 2018 to contract signing on August 20, 2019, Chengdong secured and completed the first 307 m² of modular barracks within 16 months.
Reliable Performance: The camp withstood seasonal rains without leakage or structural issues. Client feedback praised both the aesthetic finish and functional comfort.
Demonstration Effect: The successful phase-one delivery showcased Chengdong’s capabilities to other subcontractors under the China Civil Construction Nigeria branch, laying the groundwork for additional orders at the Lagos site.
Phase One camp adjacent to the Rai Railway Manager’s Office:
Chengdong’s steadfast commitment to integrity and quality enabled it to overcome logistical hurdles, build client trust, and strengthen its brand presence across Nigeria. As the Rai Railway line nears completion, Chengdong is poised to deliver the Phase Two warehouse and mobile camp, supporting Nigeria’s infrastructure advancement with efficient, high-quality modular solutions.
